Number 19 is an American Locomotive Co Product as evidenced by the rectangular builders plate on the steam chest.  A loop would probably reveal the builders number in the original photo.   This would be AEC #4 shipped by way of the White Pass and Yukon to Whitehorse and then down the Yukon River to Nenana to be used in the early northern end construction efforts of the AEC.   Some notes indicate this locomotive was stripped and the boiler used as a water tank at Nenana.
